Purpose To provide oversight, direction and counsel in all areas of labor relations including contract administration, employee relations, HPWS development and relationship building. In addition, this role ensures that company and site processes and standards are observed and upheld to ensure consistent application of company and mill policies. Finally, this role provides a full range of human resources services in support of the HR department and the Marinette Mill. Customers and Customer Requirements Customers:
All current and former employees of the Marinette Mill, both union and exempt, site leadership, union leadership, and outside organizations/agencies. Interact regarding labor and employee relations, hiring, benefits, payroll and compensation, recognition, performance management, site policies and practices, and training. Scope The position reports directly to the Mill HRBP/HR Manager. The incumbent also works closely with Team and Asset Leaders on day-to-day employee communications, Human Resource policies, issues, employees, and Labor Relations matters. Functions as the contact with all Marinette union and exempt employees Responsible for leading, developing and improving the Marinette Work System to provide timely training and education services in response to identified needs Principal Accountabilities Lead in the development and cultivation of Union/Management relationships, including day-to-day relations and the formal grievance procedure to insure proper administration of the Labor Agreement. Research, make recommendations for, and participate on management committees regarding on-going Union/Management problems to ensure effective Union/Management working relationships. Keep abreast of state and federal legislation to ensure compliance by mill management. Prepare or support the preparation and communication of the site's Affirmative Action Plan. Interact with all employees to provide professional information in the areas of compensation, benefits, payroll, attendance and timekeeping, Work System processes and procedures, and site standards. Support mill Organization Work Systems Initiatives and other HR team objectives as identified to ensure the success of the team and the Mill. Ensure timely and accurate payroll processing including a timely and thorough review of union employees' timekeeping records in accordance with Marinette policies and procedures and the Collective Bargaining Agreement. Counsel with site leadership on employee issues involving disciplinary processes and discharge, policy and procedures, compensation, attendance and any other areas included in the Marinette Collective Bargaining Agreement. Leads or assists the investigations and dispositions of discrimination and harassment claims of hourly employees. May assist with investigations involving salaried employees. Routinely resolves conflict between the parties in a way that is viewed as win-win by both parties. Maintain accurate and timely records of Workforce Planning/Staffing moves and openings to be able to coordinate talent acquisition internal process as well as with third party vendor for external hires. Responsible for designing a Training and Development organizational structure and governance training needs for the facility from curriculum development to training recordkeeping with one standardized process across the Mill. Manage administration and coordination of FMLA/Disability/LOA processes in coordination with site OHN and Mill HRBP/HR Manager. Communicate fully with superiors, subordinates, and others who have need to know. Be informative without being obtrusive or vexatious. Communicate in a way that is timely, yet prompt complete, yet concise, candid, yet accurate and clear, yet responsive. Provide leadership to ensure the organization attracts, develops and retains the best people and fosters an environment which motivates a diverse team to fully use its capabilities in achieving desired business results Champion and actively participate in the Employee Assistance Program/Wellness Committee for the mill (i.e. education and employee relations). Comply with the standards and requirements of the Marinette Mill EHS Management System. Ensure that all activities support Marinette and Sector policies and regulations. Report and investigate all substandard acts and condition and communicate outcomes to the Marinette Leadership Team. Job Requirements:
Qualifications/Education/Experience Bachelor degree or equivalent and 2-4 years of related business experience is required. Position requires a thorough knowledge of all company benefits, policies and procedures pertaining to the entire realm of compensation, employment and Human Resource matters. Must be extremely adaptable/flexible so as to function in a team environment, possess high level of skills in interpersonal relationships and leadership. Ability to deal with diverse and sensitive interactions, as well as to effectively prioritize multiple responsibilities. Exemplary self-management capability and motivation to continually improve systems/processes, environment, and Human Resources capability. Must possess ability to deal with highly confidential information and utilize proper judgment in dissemination, disposition, and communication. Must understand and operate within government regulations and laws including ADA, FMLA, EEO, ADEA, and other areas of legal importance.
